No, your officers can not sign in to submit reports from home. OfficerReports verifies, using GPS, whether or not the officer is within the geo-fencing area you used when you setup your site. If they are not within that area they will be unable to sign in and submit reports.

The exception is, if you have made the officer a supervisor then he will be able to submit reports regardless of his proximity to the site.
